Parsa-Parsi et al bring attention to the World Medical Association (WMA) and transparency to its International Code of Medical Ethics (ICoME) revisions.1 We value their report and the revised ICoME but explain here that the ICoME cannot reflect consensus among all WMA members, or the wider medical profession, given structural and epistemic injustices that restrain low-income and middle-income country (LMIC) physicians from participating in activities such as WMA revisions. Such injustices overlook experiences and contributions of those from LMICs and marginalised (...) groups, hindering their access to and influence within medicine.2 They also undermine access to information about, and from, the WMA. Recruiting new members from, and better engaging members in, LMICs would strengthen the WMA and its influence across the medical profession, and better elevate environmental sustainability as a biomedical and bioethical concern. This would be beneficial because there is controversy among physicians, bioethicists and other stakeholders about the relevance of environmental sustainability to medicine.3 4 That its addition to the ICoME was ‘uncontentious’ hints at structural and epistemic injustices in the revision process and homogeneity of those most involved in the revisions. International Mindedness (IM) has become an underpinning philosophy of the International Baccalaureate and schools which adopt its programmes. However, the concept of IM is relevant to any school that offers international education given its potential and importance to drive the school’s mindset and mission. The international school market has grown significantly in terms of the number of schools and their diversity. Increasing in popularity are schools that follow the British-based International General Certificate of Secondary Education (IGCSE) and A-level programmes. Moreover, (...) the dgreatest expansion of international schools is now occurring in local markets, in which students are no longer predominantly expatriates but come from the host countries. This study explores the concept of international mindedness in six international schools in Cyprus. Based on data collected from headteachers and teachers, we argue that international mindedness is applicable in various contexts of international schooling and that factors other than the curriculum can affect its development within a school. This paper argues that the existing definition of pandemics is not nuanced enough, because it is predicated solely on the criterion of spread, rather than on the criteria of spread and severity. This definitional challenge is what I call ‘the conflation problem’: there is a conflation of two different realities of global health, namely global health emergencies (i.e., severe communicable diseases that spread across borders) and nonemergencies (i.e., communicable or noncommunicable diseases that spread across borders and that may be severe). (...) To put this argument forth, this paper begins by discussing the existing and internationally accepted definition of pandemics, its requirements, as well as its strengths (section 1). Section 2 then considers the problem with the standard definition of pandemics (i.e., the conflation problem) and some examples of it. Recent research has shown that the use of astronomy as a chronological problem-solving tool has deep roots in the scholarly practices of the Latin Middle Ages, as is manifest from the writings of Marianus Scotus, Gerland, and other “critical computists” of the eleventh and twelfth centuries. This essay enlarges the existing picture by introducing a hitherto unknown epistolary treatise of the mid-twelfth century. Written in Lotharingia in 1144, this poorly preserved work documents an attempt to reconstruct the timeline of world (...) history via techniques that had emerged within the Latin computus tradition prior to the advent of Greco-Arabic astronomy. Drawing on the so-called computus naturalis, the author performed lunar computations on the basis of observed eclipses and used them to propose new dates for the Creation and the Last Supper. He also relied on a revised estimate of the time and date of the vernal equinox, placing it on 16 March, and gave a detailed account of how this result can be derived from solar observations with a meridian line. By virtue of these methodological features, the Chronology of 1144 represents an important transitional stage between the “critical computists” and the use of eclipse-based dating methods by later scholars such as Giles of Lessines (fl. 1260). In the current media landscape, it is becoming increasingly difficult for citizens to rely on trustworthy information, not least because reliable facts are mixed with dubious claims, unsubstantiated opinions, or outright lies. The ability to distinguish factual from other types of mediated information is becoming increasingly crucial, but we know little about how well-equipped citizens are to make these distinctions. In an original survey study conducted in ten European countries, we asked respondents whether they considered six different statements relating to (...) the European Union to be factual or opinion statements. Our results show that citizens have considerable difficulties in correctly identifying both factual information and opinions. Next to pre-existing judgements, we identify media-related, political, and sociodemographic factors that influence categorisation accuracy. We discuss our findings in relation to citizens’ perceptions of journalistic credibility and their information literacy as well as ongoing debates about the effectiveness of fact-checkers on social media. Sport categorization is often justified by benefits such as increased fairness or inclusion. Taking inspiration from John Rawls, Sigmund Loland’s fair equality of opportunity principle in sport (FEOPs) is a tool for determining whether the existence of an inequality ethically justifies the institution of a new category in any given sport. It is an elegant ethical normative framework, but since FEOPs does not account explicitly for athlete safety (i.e. athlete physical and mental wellbeing), we are left in an ethically dubious (...) situation where the risk of harm associated with a categorization regime might in fact prove to be greater than the risk of harm present within the sport before its introduction. To address this critical gap, I propose the ‘scales of ignorance’ ethical normative framework to weigh the relative risk of harm within a sport, crucially inserting athlete safety into the discourse surrounding ethical justification for categorization in sport. The current paper is the first explicit formulation of assessment and ethical justification of risk of harm in the familiar logic of FEOPs. The scales of ignorance framework can also be used independently of Loland’s approach. Two new concepts are also proposed: ‘insidious risk of harm’ and ‘pernicious risk of harm’. (shrink)

This Commentary offers a critique of an eco-relational approach in robot ethics, highlighting the importance of articulating an ecologically-sensitive ethical orientation that incorporates the entire more-than-human world, including technological entities like forms of artificial intelligence. While the eco-relational approach enhances our understanding of the complex way in which morally significant properties operate on a phenomenological level, it is not without its flaws. In particular, this perspective focuses on ethical concepts when it needs to be rooted in ethical systems, misrepresents the (...) extant literature on relational approaches to moral status, and is insufficiently ecological in a way that would bring machines into the moral universe by way of their location in and importance to the larger environment. At a time when the legal status of robots is being decided before moral questions are settled, it remains important to get the contours of relevant debates right so that the robot ethics discourse brings us closer to developing practical solutions for ethical dilemmas emerging in our increasingly technological age. God and the City, based on the Aquinas Lecture delivered at the University of Dallas in 2022, aims to think about politics ontologically. In other words, it seeks to reflect on, not some political theory or other, nor on the legitimacy of political action or the distinctiveness of particular regimes, but on the nature of political order as such, and how this order implicates the fundamental questions of existence, those concerning man, being, and God. Aristotle, and Aquinas after him, identified (...) metaphysics and politics as "architectonic" sciences, since each concerns in some respect the whole of reality, of which the particular sciences study a part. Chapter one of this book argues that, just as metaphysics, in studying being as a whole, cannot but address the question of God in some respect, so too does politics, the ordering of human life as a whole, necessarily implicate the existence of God. In this regard, the modern liberal project has deluded itself in attempting to render religion a private, rather than a genuinely political, matter. We cannot organize human existence without making some claim, whether implicitly or explicitly, about the nature of God and God's relation to the world. The second chapter approaches this theme from the anthropological dimension. As Plato affirmed, the "city is the soul writ large": if man is religious by nature, he cannot be properly understood, and the human good cannot be properly secured and fostered, if the "God question" is "bracketed out" of the properly political order. Moreover, if we fail to recognize the essentially political dimension of relation to God, we will be unable properly to grasp the presence of God in the (ecclesial and sacramental) Body of Christ: God cannot be real in the Church as Church unless he is also real in the city as city (and vice versa). In his De regno, Aquinas famously affirms that "the king is to be in the kingdom what the soul is in the body and what God is in the world." Chapter three offers a careful study of the body-soul relationship in order to illuminate, on the one hand, the nature of political authority, and, on the other, the precise way that God is present in human community. Supporting children to successfully transition from primary to secondary school is of utmost importance for several reasons, including to prevent future emotional and behavioural problems. Level Up is a novel, UK-based intervention consisting of five online group sessions, straddling the summer holidays, and providing at-risk children and their parents/carers with skills to manage their behaviour, emotions, and relationships to support their transition to secondary school. A prior evaluation of Level Up reported a need to better describe the mechanisms of change. (...) This study therefore evaluated the experiences of children and their parents/carers regarding the facilitators and barriers to engagement and change, and the perceived impact. Fourteen children and 17 parents/carers were interviewed. Identified barriers and facilitators were: (1) Having a safe, supportive, and fun space, (2) Learning through connection, (3) A family approach, (4) Problematic group dynamics, and (5) Connecting through video calls. Perceived impact was described as: (1) Empowering children, (2) Supporting children socially, (3) Supporting parents and carers in their parenting role, and (4) Supporting a successful transition to secondary school. Another theme (5) describes some families’ experiences of limited impact. These findings can be used to better understand how to support children in their school transition. (shrink)

Pharmacy Benefit Managers (PBM) induce drug manufacturers to offer rebates to insurers and employers by denying coverage through formulary exclusions, impeding physician prescription through prior authorization, and reducing patient drug use through cost sharing. As they tighten these access obstacles, PBMs reduce the net prices received by the manufacturers.

The body of Christ is the focus of a range of questions posed to St. Thomas Aquinas by the audiences at the quodlibetal disputations over which he presided at the University of Paris. These questions arise from reflection on the Catholic faith, which holds that the body of Christ is given to us as spiritual food in the sacrament of the altar, the Eucharist. In response to questions about the Eucharist, Aquinas tries to explain how Christ’s body could come to (...) be present in the sacrament by the bread becoming Christ’s body, arguing that by God’s power the substance of Christ’s body can come to be present under the attributes of bread, which can continue to exist without being the attributes of anything. Yet why must this be the answer? Why can’t Christ’s body come to be present with the bread, for instance? Aquinas insists that the bread and Christ’s body never exist together, but he allows that Christ’s glorified body can be with another body in the same place. So, why not in the Eucharist? Or why can’t Christ assume the bread, as he assumed a human nature, thereby making it his body? It might seem unfitting for Christ to have such a non-rational nature, yet that is exactly what Aquinas thinks happened while Christ’s body lay in the tomb. So, why not in the Eucharist? This paper attempts to explain why not. Examining the full range of questions posed to Aquinas about the body of Christ reveals a number of principles that together seem to imply that nothing less than the full transubstantiation of bread into Christ’s body is possible if Christ’s body is to become really present in the Eucharist. Formalized Responsible Conduct of Research (RCR) programs have become a compliance requirement. Yet evidence consistently demonstrates that compliance-based ethics training focused on teaching regulations and “rules” fails to create ethical cultures. Research and practice in behavioral ethics have demonstrated that there is value in moving away from rule-based, normative, ethics education toward approaches rooted in descriptive explainations about how and why individuals make unethical decisions, and focused on environmental and cultural influences. We examine the circumstances—and subsequent assumptions—that lead to compliance-based (...) RCR training, unpack those assumptions, and identify their outcomes. The question at the heart of compliance-based training is “What must we teach people so they will make ethical decisions?” The command-and-control nature of this question fails to encompass needed elements for broader research integrity, namely, developing ethical habits and building skills for ethical decision-making. Asking instead “How do we develop people to articulate and act in alignment with ethical values?” helps to shift toward more effective and sustainable ethics education. Educating about ethical decision-making develops people who are more practically wise and who can influence the cultures of the environments in which they work. We conclude by offering examples of ethics education and development that are asking the right question and include information about our own leadership development program for elite laboratory scientists that is seeking to support ethical and healthy working cultures. Interpreting a seemingly simple function word like “or,” “behind,” or “more” can require logical, numerical, and relational reasoning. How are such words learned by children? Prior acquisition theories have often relied on positing a foundation of innate knowledge. Yet recent neural‐network‐based visual question answering models apparently can learn to use function words as part of answering questions about complex visual scenes. In this paper, we study what these models learn about function words, in the hope of better understanding how the (...) meanings of these words can be learned by both models and children. We show that recurrent models trained on visually grounded language learn gradient semantics for function words requiring spatial and numerical reasoning. Furthermore, we find that these models can learn the meanings of logical connectives and and or without any prior knowledge of logical reasoning as well as early evidence that they are sensitive to alternative expressions when interpreting language. Finally, we show that word learning difficulty is dependent on the frequency of models' input. Our findings offer proof‐of‐concept evidence that it is possible to learn the nuanced interpretations of function words in a visually grounded context by using non‐symbolic general statistical learning algorithms, without any prior knowledge of linguistic meaning. The article examines reports of natural disasters in the 18th century Austrian newspaper "Wienerisches Diarium" to gain insights into how people captured the extraordinary sensory experiences of such events in written form. By analysing a digitised corpus of over 300 newspaper issues, the study identifies 302 text passages referring to natural disasters, among them 285 news reports, and explores textual traces of (multi)sensuality present within this material. The close reading and semantic annotation of the textual findings reveals that comparisons to (...) familiar sensations are commonly used to convey the sensory experiences of natural disasters, allowing readers to (better) relate to and understand the extreme events. At the same time, touch and vision constitute the most frequently mentioned senses, while smell and taste only play a minor role in early modern disaster depiction. In addition, the study finds that earthquakes and volcanic eruptions are more likely to include multisensory descriptions compared to other types of disasters. These and further findings shed light on when and how (multi)sensory impressions of disasters were conveyed in written form within early modern news. (shrink)

This paper investigates the Generalized Traveling Salesman Problem (GTSP), which is an extension of the well-known Traveling Salesman Problem (TSP), and it searches for an optimal tour in a clustered graph, such that every cluster is visited exactly once. In this paper, we describe a novel Memetic Algorithm (MA) for solving efficiently the GTSP. Our proposed MA has at its core a genetic algorithm (GA), completed by a Chromosome Enhancement Procedure (CEP), which is based on a TSP solver and the (...) Shortest Path (SP) algorithm and for improving the convergence characteristics of the GA, a Local Search (LS) operation is applied for the best chromosomes in each generation. We tested our algorithm on a set of well-known instances from the literature and the achieved results prove that our novel memetic algorithm is highly competitive against the existing solution approaches from the specialized literature. The literature on ‘institutional corruption’ has paradoxically missed what seems a central application of this expression, its application to institutions that are corrupt. In this article, I defend a view of what it is for an institution to be corrupt, in terms of the motivation of the institution’s rules. If an individual office-holder or role-occupant is corrupt when their actions are improperly motivated by private gain, then an institution is corrupt when the same can be said of its rules: the (...) institution’s rules are improperly motivated by private gain. Or if we should prefer a narrower account of corrupt conduct by individuals, as necessarily involving transactions with third parties, a correspondingly narrower account of an institution’s corruptness can also be given. Under either of these versions of my view, an institution’s being corrupt is to be distinguished from something else that might be called ‘institutional corruption’, namely the corruption of institutions, in the sense of their being degraded or undermined. I argue that some of the literature’s best-known accounts of ‘institutional corruption’ are best interpreted as being about the degrading of institutions, rather than about what it is for an institution to be corrupt. In mathematics, the deductive method reigns. Without proof, a claim remains unsolved, a mere conjecture, not something that can be simply assumed; when a proof is found, the problem is solved, it turns into a “result,” something that can be relied on. So mathematicians think. But is there more to mathematical justification than proof?The answer is an emphatic yes, as I explain in this chapter. The Euclidean Programme embodies a traditional sort of epistemological foundationalism, according to which knowledge – especially mathematical knowledge – is obtained by deduction from self-evident axioms or first principles. Epistemologists have examined foundationalism extensively, but neglected its historically dominant Euclidean form. By contrast, this book offers a detailed examination of Euclidean foundationalism, which, following Lakatos, the authors call the Euclidean Programme. The book rationally reconstructs the programme's key principles, showing it to be an epistemological interpretation of the axiomatic method. It (...) then compares the reconstructed programme with select historical sources: Euclid's Elements, Aristotle's Posterior Analytics, Descartes's Discourse on Method, Pascal's On the Geometric Mind and a twentieth-century account of axiomatisation. The second half of the book philosophically assesses the programme, exploring whether various areas of contemporary mathematics conform to it. Speech categories are defined by multiple acoustic dimensions and their boundaries are generally fuzzy and ambiguous in part because listeners often give differential weighting to these cue dimensions during phonetic categorization. This study explored how a listener's perception of a speaker's socio-indexical and personality characteristics influences the listener's perceptual cue weighting. In a matched-guise study, three groups of listeners classified a series of gender-neutral /b/-/p/ continua that vary in VOT and F0 at the onset of the following vowel. Listeners were (...) assigned to one of three prompt conditions and rated the talker in terms of vocal gender prototypicality, attractiveness, friendliness, confidence, trustworthiness, and gayness. Male listeners and listeners who saw a male face showed less reliance on VOT compared to listeners in the other conditions. Listeners' visual evaluation of the talker also affected their weighting of VOT and onset F0 cues, although the effects of facial impressions differ depending on the gender of the listener. The results demonstrate that individual differences in perceptual cue weighting are modulated by the listener's gender and his/her subjective evaluation of the talker. These findings lend support for exemplar-based models of speech perception and production where socio-indexical features are encoded as a part of the episodic traces in the listeners' mental lexicon. This study also shed light on the relationship between individual variation in cue weighting and community-level sound change by demonstrating that VOT and onset F0 co-variation in North American English has acquired a certain degree of socio-indexical significance. Almaatouq et al. propose a novel integrative approach to experiments. We provide three examples of how unaddressed measurement issues threaten the feasibility of the approach and its promise of promoting commensurability and knowledge integration.

On 6 September 1966, the prime minister of South Africa, Dr HF Verwoerd was killed by Mr Tsafendas, a Portuguese national of Greek descent, in parliament by stabbing him in the chest. Mr Tsafendas was a messenger in parliament. At the enquiry trial of Mr Tsafendas, he was found unfit to stand trial on the ground that he suffered from schizophrenia. The psychiatric evidence during the enquiry trial was reviewed and discussed under the following headings: Diagnosis of schizophrenia; Consideration of (...) cultural factors in forensic psychiatric settings; Delusional infestation v. extreme overvalued beliefs; Simulation of psychosis; Ethical considerations in criminal capacity and trial competency assessments. Lessons from the Mr Tsafendas enquiry trial for forensic psychiatrists where a defendant previously diagnosed with schizophrenia commits a prominent political murder, are summarised. It is emphasised that the personhood of an accused referred for forensic observation should be respected and protected, instead of focusing exclusively on a specific diagnosis. (shrink)

The neuroscience of language studies the relationship between linguistic phenomena and the structure and functioning of the human brain. In this chapter, the authors focus on the neural basis supporting the remarkable human capacity to effortlessly assemble single words into more complex hierarchical structures, thus enabling the production and comprehension of unbounded arrays of different linguistic expressions. They begin with a brief discussion of language as a biological system that includes a historical sketch of the understanding of language in the (...) brain. The authors provide an overview of the early days of brain‐syntax research in neuropsychology, primarily on the basis of lesion studies. They end with a reflection on the impact that Noam Chomsky's ideas have had on the neuroscience of language. (shrink)
